I've hooked up with carp using Beadhead haresear nymphs or small BH stone fly nymphs, but also had luck with small fuzzy salmon egg pattern in light pink color.  I've also used topwater parachute fly for surface feeding Carp.  I think the fly is less important than the hunt and the presentation.  Ideally you can sneak up on a feeding fish going tail up near the bank and drop your fly 10 feet in front of him where he is heading.  As he approaches, slowly lift the fly into his travel path and try to strip set as he sucks it up.  Get ready for a long exciting run.. or five.
 
When hunting carp, find clear water on a sunny day.  Get good polarized glasses, and you still need to get lucky to locate them before they see you.  There are Carp in the Potomac near Fletchers, Chain Bridge, and down by Reagan and the duck pond.  Also try the C&O Canal and random ponds.  Many ponds in Sterling have Carp stocked in them if you don't mind fishing next to a strip mall complex.  Just check your local ponds on a sunny day.

P.S. I live about 10 min outside of DC and am currently a junior in high school. Hopefully I haven't violated any age-requirements there!

I've caught plenty of Grass Carp on a 10 black wooly bugger and even smaller. Just toss it into a group of them skimming a river and they will down it pretty quick.

John R. Any chance you could point me toward one of those carp ponds in Sterling? I live out in Ashburn and would love to check one out.
