ORGANIZATIONAL SUMMARY:  The University of South Florida Water Institute is a research center affiliated with the School of Geosciences at the University of South Florida. The Water Institute leverages the talents of students and faculty from throughout the University to address complex water-related issues. The Water Institute facilitates innovative multidisciplinary research, education and public outreach efforts that assist public and private sector agencies and organizations within the State of Florida, the nation and the world. The Water Institute develops inclusive cross-disciplinary partnerships with researchers, educators and external stakeholders that lead to a broader understanding of water issues and a resolution of water problems. Faculty and staff of the Water Institute also as a team to develop several online data-driven web applications that provide comprehensive data resource that helps citizens and scientists alike make informed decisions concerning environmental resources (see Water Institute Websites at https://waterinstitute.usf.edu/).

 

POSITION SUMMARY: This Senior GIS Analyst position manages all activities related to the design, development, implementation, and support for Geographic Information Systems (GIS) projects at the Water Institute, including ArcGIS Server infrastructure, ArcGIS Web Applications, ESRI StoryMaps and ESRI Operations Dashboard. Coordinates and oversees GIS related task efforts of students and staff. Communicates with project sponsors (i.e., clients) to determine task requirements, develop task methods, and provide task outcomes and deliverables. Develops GIS task budgets and scope of work documents for inclusion in project proposals. Manages and tracks GIS task progress, budgets and outcomes. Researches GIS methods and technologies, and advises Water Institute staff and faculty, and occasionally faculty from other Departments. Considers long-term GIS application development needs (e.g., the future of mobile and online mapping) and develops project plans accordingly.

 

RESPONSIBILITIES:

  • Develops and documents all application development methods related to Geographic Information Systems (GIS) and online mapping. Develops and oversees GIS data management. Advises faculty, staff and students with GIS methods and technologies.
  • Manages contract/grant funded project tasks related to Geographic Information Systems. Reports to project sponsors, communicates and coordinates with other Water Institute staff and students, and tracks task progress.
  • Manages the desktop and server software applications and configurations related to GIS, including ArcGIS, ArcGIS Server, SQL Server and Spatial Database Engine, ArcGIS Online.
  • Manages and creates applications that use ArcGIS Web Application Builder, ESRI StoryMaps and ESRI Operations Dashboard, with assistance from web application development staff.
  • Assists with project planning and coordination, project scope of work development, project budgeting, and reporting. Works with other staff to compile project cost estimates, and coordinates staff team meetings.

 

Minimum Qualifications:  Bachelor's degree in Computer Science, MIS or other field involving software and analytical training and two years of IT related work experience; or a Bachelor's degree with no specific required field and three years of IT related work experience, OR a Master's degree and one year of IT related work experience, OR a combination of six years of IT related work experience and validated training. Preparation for a relevant IT certification is considered to be related training.

 

Preferred Qualifications:

  • Bachelor's degree in Geography, Geographic Information Systems (GIS), Environmental Science or related field and two years of experience using ArcGIS related desktop software tools and ArcGIS Online or ArcGIS Server online mapping tools
  • Documented training and experience within the field of GIS, including: use of Environmental Systems Research Institute (ESRI) suite of GIS software; ability to manage spatial data (e.g., relationship classes, topology) within geodatabases; experience automating data geoprocessing and updating tasks using ArcGIS ModelBuilder or Python; and experience developing methods, processes and visualizations using environmental GIS data.
  • Experience using ArcGIS Server site architecture and the ability to publish and administer geospatial data, and experience administrating ArcGIS Online, including organizing and managing content.
  • Ability to create web-based mapping solutions using ArcGIS Web Application Builder, ESRI StoryMaps and ESRI Operations Dashboard.
  • Experience managing data within spatial enabled relational databases (e.g., SQL Server, Oracle, PostGRES), including use of SQL queries.
  • Working knowledge of the ArcGIS REST API, Python (e.g., ArcPy), JavaScript, ArcObjects, or related programming languages highly desired.
