under section I, second quote:
"Designed to serves as perhaps the most powerful agency ...."
should be:
"Designed to serve as perhaps the most powerful agency ...."

The error was likely in the original. What you need to do is write a
letter to the Arkansas Federal court and tell them.

I doubt that over 30 years later that it will matter very much. The
basic findings and opinion hasn't changed, and is not affected by the typo.
