Workshop: Per Cent for Art Scheme applications (online)
Visual Artists Ireland in Partnership with Wexford Arts Office is hosting a one day webinar on Per Cent for Art and opportunities for emerging and established artists.

Workshop description:
This workshop on Per Cent For Art in Ireland will address current opportunities for emerging and established artists. Maeve will discuss what is needed in a proposal and application to a Per Cent for Art commission, followed by the production, delivery, evaluation and promotion of a finished project. This workshop will present information but will be discursive in nature, allowing for artists to ask questions in relation to their own practices. In preparation for this workshop, participants are asked to look at www.publicart.ie The Per Cent for Art scheme is a government initiative, whereby 1% of the cost of any publicly funded capital, infrastructural and building development can be allocated to the commissioning of a work of art. Since 1997 this scheme has been made available to all capital projects across all government departments and it encompasses all artforms.
Maeve Mulrennan is the Assistant Arts Officer for Cork County Council. She has produced public art projects, sat on adjudication panels for local authority Per Cent for Art Projects and developed briefs and contracts for commissioning institutions. Most recently she worked with Gaelscoil Chaladh an Treoigh, Luimneach, on a public art project with artist Diane McCormick. She previously worked with Dublin City Council Culture Company, Galway Arts Centre, Cúirt International Festival of Literature, Engage Art Studios, EVA’s ‘Better Words’ schools project and with Creative Schools. She holds an MA is Visual Arts Practices from IADT Dun Laoghaire, h.Dip in Arts Administration from NUIG, BA (hons) Fine Art Painting from Limerick School of Art and Design and a BA (hons) in English Literature, Sociology & Politics from NUI Galway. She serves on the Board of Directors for Galway Community Circus.

Wexford County Arts Officer Liz Burns will give an introduction to recent Per Cent for Art opportunities in Wexford County Council. This will be followed by artists Maria McKinney and Ciara Roche, who will each present on Per Cent for Art Commissions they were awarded as part of Wexford County Council’s M11 Per Cent for Art Wexford Scheme 2018-21.
This will be followed by a conversation with Maeve Mulrennan on the opportunities and difficulties of Per Cent for Art and its relationship with artists’ studio practices.
Maria McKinney combines handcraft with response to context. Her practice reflects on the wider societal implications brought about by developments in agriculture and genetic research. She is winner of the Golden Fleece Award 2021 . Maria was awarded a Wexford County Council Per Cent Commission and her project titled ‘ Totem Yokes’ is ongoing since 2019 reflects on farming and involves a collaboration with farmers in north county Wexford. Her work has been exhibited Internationally, including at The Welcome Collection, London (four-person exhibition), The Museum of English Rural Life, Reading, UK, The RHA, Dublin, The RCC, Donegal, (solo), and at Pace University Gallery, NYC, USA, The Gregg Museum, North Carolina, USA, and Sunderland Museum, UK (group).
Ciara Roche is a painter based in rural county Wexford. Ciara along with artists Becks Butler and Astrid Newman were awarded a Wexford County Council Per Cent Per Art Commission for DisPatch which involved intense collaboration with communities in Enniscorthy culminating in the production of limited-edition post cards and a pop-up post office in Enniscorthy over June bank holiday weekend in 2019 . In 2020 she won the Éigse Graduate prize with Carlow Arts Festival. She has been recipient of Arts Council Bursary, Creative Ireland and Artlink Awards. Upcoming exhibitions include Ochre in Wexford Arts Centre, a solo show in Mothers Tankstation Gallery May/June 2021, HOME with the Glucksman, May 2021 and Peripheries MEET in Periphery Space Gorey, June 2021.

From the Department of Tourism, Culture, Arts, Gaeltacht, Sport and Media:
Taoiseach Micheál Martin, Tánaiste Leo Varadkar and Minister Catherine Martin announce 2021 Programme for the Decade of Centenaries including a permanent new 20th Century History of Ireland exhibition
Cultural Institutions and Creativity take centre stage in the Government’s commemoration programme featuring:
- Investment in new exhibitions and artistic commissions in the National Cultural Institutions to mark key centenaries
- State Commemoration to mark the centenary of the Truce
- Enhanced funding for 31 local authorities to support community-led commemorative initiatives
- Extensive new releases of digitised national and local archival collections
- New creative partnerships, including with Fighting Words and the Irish Poetry Reading Archive
- Ongoing support for the Beyond 2022: Ireland’s Virtual Record Treasury research project
On 27 April 2021, An Taoiseach Micheál Martin T.D., Tánaiste Leo Varadkar T.D. and the Minister for Tourism, Culture, Arts, Gaeltacht, Sport and Media, Catherine Martin T.D., announced a major new project as part of the Decade of Centenaries Programme to mark key events in Irish history leading up to, and including, the momentous events of 1912-1923.
The 20th Century History of Ireland Galleries will be based at the National Museum of Ireland – Decorative Arts & History at Collins Barracks in Dublin. Work is starting this year and the new exhibition will open in 2023, coinciding with the centenary of the foundation of the Irish Free State.
These new permanent exhibition galleries will offer visitors an opportunity to reflect on significant events in Irish history over the last 120 years. The National Museum of Ireland’s vision for the project is one that will resonate with a range of audiences. The project will also demonstrate the important legacy of the Decade of Centenaries 2012-2023 Programme. Minister Catherine Martin’s Department is contributing €2.2m in capital funding to the project.
This significant project forms just one part of the Government’s Decade of Centenaries Programme for 2021 being published by Minister Martin today. In addition to the capital funding being provided for the Museum project, the centenaries programme for 2021 is supported with a budget of €5 million in current funding from the Minister’s Department, a significant increase of €3 million on last year’s funding allocation.
The cross-governmental programme highlights a rich diversity of ambitious, engaging and meaningful initiatives, marking the significant centenaries arising this year and related themes, including;
- The Burning of the Custom House on 25th May 1921;
- Partition;
- The Truce on 11th July 1921;
- The Anglo-Irish Treaty Negotiations and the Treaty debates; and
- The Signing of the Anglo-Irish Treaty on 6th December 1921.
The programme aims to create and support interesting and imaginative opportunities that encourage as many people as possible to consider our shared history, in all of its complexity, in a respectful and supportive environment.
The programme highlights specific initiatives, partnerships and events that are being developed and rolled out throughout 2021. It also outlines the Government’s approach to the final phase of the Decade of Centenaries leading up to 2023. It will remain a living document and will be updated as new proposals and partnerships are confirmed throughout the year. The Programme will continue to be supported by the Expert Advisory Group on Centenary Commemorations and by the Minister’s engagement with the soon to be reconvened All-Party Consultation Group on Commemorations.

How to develop creative proposals
This session is aimed at artists who feel they need to gain an overview on how to put together proposals for a variety of contexts.
This session will look at how to target opportunities relevant to your practice and outline issues that you may need consider when approaching different opportunities such as Arts Council / Local Authority bursaries or Public Gallery calls for submissions.
The session will discuss: Dos and Don’ts; writing style; formatting; imaging and presentation and provide an example format of a good proposal.The session will discuss

She is a member of AICA (International Association of Art Critics) and Expert Advisor on Art for the Ministerial Advisory Group on Architecture and the Built Environment. She has been delivering professional development workshops for Visual Artists Ireland for over eleven years since 2009 on tendering, creative proposals, presenting work, and public art.

Visual Artists Café: Introducing… Cavan is the first of a series of online events in collaboration Cavan Arts that aims to shine a spotlight on Visual Arts practice in Co. Cavan platforming artists, infrastructure through events and learning.
During the first event we will hear from three people who will give short introductions and speak from their artist/organisational perspective and also speak on adaptions to Covid & updates on future plans.
This visual artists café is aims to facilitate Cavan based artists or artists from surrounding areas who wish to wish to find out more about local support infrastructure, and interested artists from across Ireland who are broadening their understanding of the visual arts sector as a whole.
