And there were no mel files like spReticleLoc.mel, AEspReticleLoctemplate and other files like .cpp, .h as it used to be in previous version of maya 2014 and 2015
so we just needed to put .mel files in maya script filders and .mll file in maya plugin folder it was as that simple.
I'm sorry i dont know what is glew. how to compile mll with glew and why do we need glew now as i have never used it before.
can't you please just upload one folder that will have spReticle.mll, spReticleLoc.mel and AEspReticleLoctemplate like before so the process could become more easy and clear.

I downloaded your previous zip file named spReticleMaya2016 that contained two folders in it Release.dx11 and Release.gl and they both only have spReticle.mll in it.
when i copied openGL version in maya 2016 plugin folders. and when in tried to load it in maya preference it gave me this error:
