32 bit installation - 5-7 second polling causes command prompt to keep flashing on screen

Hello. I have TPP installed on a 32 bit computer with xampp (server) installed. I think the polling has more to do with xampp but I am not sure. The default is set quite low perhaps around 5-7 seconds and the command prompt GUI keeps flashing to the forefront of the screen. Has anyone experienced this?
