Locker has a build system now!

- make # get everything ready to run

- make test # run the test suite

- make bindist # make a binary distribution tarball with everything ready to
run

- make test-bindist # make a distribution tarball and run the test suite on
it to make sure it works and is bundled correctly

Jenkins now runs "make test-bindist".
