Config YML syntax for replace/remove as well as append/merge

Over the past month or two, a couple of PRs have come up addressing shortcomings in Injector and/or config:

In both of these cases, they point out that it would be nice if there were ways of dealing with multiple config blocks other than "merge/append":

 - sometimes you want to replace an entire block

 - sometimes you want to flag a block for removal

I understand that there was some work-in-progress (by Hamish and/or Marcus, maybe?) about this. Is it tracked in an issue/PR anywhere?
