VOTE: php-intl as a SilverStripe 4 dependency

Hi everyone,

We are looking to add php-intl as a dependency for SilverStripe 4 and we'd like to get your feedback on whether this is going to prevent you from upgrading to SilverStripe 4.

We'd appreciate all your votes on this statement: If php-intl is a requirement of SilverStripe 4 I will able to use it. Either I have it already installed, I am able to install it, or I am able to move to a host that has it.
