You seem to have general problem
with concepts of definitions in science,
as seen also for ampere and vacuum permeability.

1 metre is defined by speed of light,
based on definition of second,
as path light travels during 1/299,792,458 s.

If light travels 1 metre per 1/299,792,458 s,
it travels 299,792,458 m in 1 s.

Speed of light is not determined by a priori given length of 1 metre.
