So far, reports indicate that some of the books previously available as TIFF images are now available as pdf files (which is more convenient), whereas others are not available anymore.

If you are not aware of it already, DLI has discontinued their servers.  I am not sure if it is temporary or not.

Only PDFs are available at http://dli.serc.iisc.ernet.in/ or http://www.new.dli.ernet.in/.

Other  older servers' URL are pointed to this.
