Valerio,

         The first instance is an alternative of the anusvara, called an anunāsika.

          According to the Monier-Williams:

anu-nāsika

•  mfn. nasal, uttered through the nose (as one of the five nasal consonants, or a vowel, or the three semivowels y, v, l, under certain circumstances; in the case of vowels and semivowels, the mark ँ is used to denote this nasalization).

•  the nasal mark.

•  (am), n. a nasal twang.

•  speaking through the nose (a fault in pronunciation). [34,1]

         As to whether Pāṇini approves of such usage...

One may  read this Shloka in easy Roman script and be free from variations of ancient Sanskrit script and modern Devanagari script. 

मं मँ माँ मां नं नँ नाँ नां

maṁ mam̐ mām̐ māṁ naṁ nam̐ nām̐ nāṁ

नमस्ते!
श्रद्धावान्+लभते, अत्र तोर्लि इति न्- स्थाने परसवर्णादेशः.
लकारः अनुनासिकः(ल्ँ), अननुनासिकः इति द्विविधः.
नकारस्य परसवर्णः अनुनासिकलकारः, तस्मात् श्रद्धावाल्ँलभते इति.
अनुनासिकलकारस्य लेखनं तथा दर्शयन्ति(ल्ँ).
