drop down menu bar

Hello,
 
What's the best way to make a menu like this one : http://test.tamarawobben.nl
Can I best use a form to make the drop down or can I better use a gem.
The part under content is a list of categories which the user has entered.

I found out that with Twitter Bootstrap you can make such a menu.
The only thing I don't find it how I can make a list of categories which the user has entered in the model Category
