Is there a work around for opening the CMS inside multiple tabs?
eg Asset manager in one, French language in one and English in another?

The only way I found was to allow multiple user instances, and use multiple browsers. Unfortunately at this time SmartTree can only be used in IE.

Try File > New Session. Sometimes that seems to work.

This counts against your "instances or users"?
Meaning the company would have to fork out more money for max users?

Yes multiple sessions is supported in Management Server but user licenses are concurrent session based.
