1rst Tradition: Masquerading as usefull

This is a question which came up at the last game in which I played:
The 1rst Tradition, a restricted tournament card, says:
"Successful vote means each Methuselah must ship his or her turn or pay
a 2 pool penalty. This card is burned when you have either skipped 3
turns or paid 6 pool in cumulative penalties."
Okay, so here is the first question; What exactly is meant by "skip his
or her turn". Does this skipping negate the untap phase of the
Methuselah? How about the effects of cards in play which take place
during a Methuselah's turn (ie. Anarch Revolt, Sabbat Threat, Smiling
Jack,...). How about blocking other Methusela's actions with your
minnions? How aontributing to political actions (ie. Voting on a
referendum), Ect.
The second question is; What about if the Methuselah pays 4 pool in
penalties in order to take his or her turn and skips one turn, is the
Methuselah still required to miss two more turns, or pay 2 more pool in
penalties, before the card effects are over or are the effects ended
upon the 3rd turn?
I maintain that 3 turns means three turns and 6 pool means 6 pool, any
less is not enough reguardless of the combination however, without
"OFFICIAL" word the play-group I wage the Jyhad with refuse to allow the
1rst in play. Thanx for your time.

Yes, since the untap phase comes during the turn.

Yes, since these effects occur during the turn.

No, any action (to be blocked) would have to have been taken during
an unskipped turn. You minions are under no restrictions from 1st
Tradition - only you are (granted, your minions may have trouble untapping
if you choose to skip your turn, but...)

Anything that your minions can do without the 1st Tradition in play, they
can do with the first tradition in play. They still untap during your
untap phase if you choose to take your turn, they can still contribute
votes during a referendum taken during the minion phase of any Methuselah
who chose to take her turn, etc.

Yes. Not that this only applies to the Methuselah whose vampire played 1st
Tradition in the first place. All other Meth.s will have to skip their
turns or pay penalties for the duration of 1st Tradition (which will go
away when the Meth who played it has paid a total of 6 pool in penalties
or has skipped a total of three turns).

Yes, there is no mix-n-matching of penalties to remove the 1st Tradition.
