an unskipped turn. You minions are under no restrictions from 1st
Tradition - only you are (granted, your minions may have trouble untapping
if you choose to skip your turn, but...)

Anything that your minions can do without the 1st Tradition in play, they
can do with the first tradition in play. They still untap during your
untap phase if you choose to take your turn, they can still contribute
votes during a referendum taken during the minion phase of any Methuselah
who chose to take her turn, etc.

Yes. Not that this only applies to the Methuselah whose vampire played 1st
Tradition in the first place. All other Meth.s will have to skip their
turns or pay penalties for the duration of 1st Tradition (which will go
away when the Meth who played it has paid a total of 6 pool in penalties
or has skipped a total of three turns).
