Here is a concrete example.
Fatima, with a Fortitude master on her, plays Bum's Rush to enter combat
with Edward Vignes. Edward announces that he is attempting to block.
Fatima declares that no stealth will be played and thus the block attempt
is successful. Edward's controller then discards a Deflection from his
hand to make the action "fail" (per card text).
Can Fatima now play Freak Drive at superior to untap? Or did the action
end when Edward's effect caused it to "fail", thus preventing Fatima from
playing anything else (similar to what would happen if Obedience was
played against Fatima)?

Can't.
Edward would have to invoke his special before the block succeeds.
Which would then render the Freak Drive question moot, as the conditions
(success or block) are not met.

Though effective, appear to be ineffective -- Sun Tzu
Is this because after the block succeeds, the action has already failed?
In this case, could Edward burn the Deflection anyway just to cycle a
card, making the action fail (again) but not preventing combat from
occuring?
Yes.
See also trying to *play* a Deflection after successfully blocking
(can't do that, either).

No. He "can't" discard a Deflection from his hand.
