Q: Kiss of Lachesis + equipment cost reduction

Two related questions: first off, can I use Powerbase Tswane or
Eccentric Billionaire to reduce the cost of equipment I retrieve from
my own ash heap via Kiss of Lachesis? Both say that they reduce the
cost of a card I play by one, so does Kiss of Lachesis count for that?

If yes to above, how does the reduction work? Is the original cost
reduced (and then halved by Lachesis) or is the halved cost reduced by
one?

Kiss counts that, yeah.

RTR 7/7/7:
All cost-affecting cards operate no matter how the card is played ("as normal"
or otherwise). All multiplication and division is handled first, followed by
addition and subtraction.

No.

Kiss of Lachesis is the only card you are playing. Its blood cost can
be reduced, but not by either of those cards.

You aren't "playing" the equipment, you are moving it.

Ok. So just to be clear, if I use Kiss of Lachesis to fetch an Assault
Rifle from my own ash heap, and I use either Powerbase: Tshwane or
Eccentric Billionaire to reduce cost, the weapon costs me 1 pool?

(base cost of 5 is halved and rounded down by KoL, and the resulting
cost of 2 is reduced by one by PB:T or EB).
