If The New Inquisition is played and is then removed via the vote,
does the person that played the event draw back up or does the
stipulation (do not replace until a titled vampire goes to torpor) is
fulfilled still remain? Thank you.

The New Inquisition [Gehenna:R]
Cardtype: Event

Gehenna. Do not replace until a titled vampire goes to torpor.
Requires at least one other Gehenna card in play. During each
Methuselah's untap phase, he or she may choose a ready vampire
controlled by his or her prey. That vampire takes 1 unpreventable
damage. Any titled vampire may call a referendum to burn this card as
a +1 stealth political action.

It remains. Not replacing is an effect of card play, not an effect that depends
on the card being in play.
