As always, changes contained herein do not go into effect for santioned
tournaments for 30 days. (So these become active on October 09, 2009.)

Does that mean that, as none will enter into effect at that date, some will
enter before ? Or that we can make up lots of new rules changes until then

No. On October 9, all current card text, on all cards, expires, and

Could someone please explain the meaning of an announcement of no errata
when - as far as I can see - no errata was expected? (Answers of "no"
count as "me, too" posts. But if that's where your sense of humor is at,
go to town.) I would have thought that such a communication would be
considered the default, prompting no post from our notably taciturn
netrep.

I think there was some feeling that LSJ would use 9-9-09 as a good
opportunity to issue contesting errata, and perhaps ban or nerf some
other cards that some folks may think are too good (Parity Shift,
Deflection, Una, maybe others - I don't know, I don't agree with them
anyway...). You know, sort of like the 7-7 rulings of lo these many
years ago.

Relax, the 9/9 "no errata" doesn't go into effect until 10/9. You've
still got time to prepare.
