Hi
Just a quick question about Libertas.
If blocking anarch vampire with libertas atempts to block a Govern
bleed. Does the Govern bleed cost an additional blood, or was it
played before the block attempt and therefor it is not affected by the
Libertas?

Libertas doesn't affect the cost of action cards. The cost is not paid while the
Libertas anarch is attempting to block.

The latter. And, as precedented by Blessing of Chaos, the acting
vampire can play dominate and presence modifiers at normal cost before
the Libertas vamp can even attempt to block.
