it as played, using Evil Eye.
a- How much blood would that younger vampire spend to play that card?

Evil Eye does state that the _acting_ minion is tapped.
b- Does that mean there is an acting minion?
If it does, I expect Conrad Adoula to be the acting minion, and since
Conrad is acting and the other vampire, younger than acting Conrad, is
playing a reaction card, that reaction card should cost him 1
additional blood.

c- If there is an acting minion, shouldn't there be an action around?

The action card (or rather, the announcing of the action) makes it
