...and in other news this morning, financial markets were shaken over night due
to the poor performance of the Rictus index. Down almost 10,000 points in the
last two days, investors are getting shakey and pulling their money out.
With the Rictus government recently directing treasury funds into socialized
domestic spending, specifially casinos and strip clubs, most fund managers
are shifting their resources. "It's like bread and circuses there," noted one
Wall Street analyst, except the scones are stale and the clowns are just naked fat women with their faces painted."
The Rictus shock wave was felt at the opening beel of the Digital Rectal Stock
exchange. The DRS opened low and continued down. Even with the DRS central
bank buying up deflated DRS pesos with gold reserves, the exchange is still
hovering around the disastorous 5000 level. When asked how far down the market
can go, the President's press secretary said "Low enough for your scrotum to
get carpet burns."

Nowhere though, was the financial impact felt more harshly than in nevermind.
Available cash in nevermind has all but dried up. The treasury minister tried

Markets were closed for the day in Bunnyland. But they have seemed to be closed
closed for several days lately. The only comment we could get from any person
with any official capacity was the from a worker at the Port Authority. "Yeah,
it's really bad out there," he stated. Last time I saw it this bad was a couple
of days before the start of World War XXVII. Nothing like a good war to fix a
Depression. Of course, I wouldn't want to be the low man on the power chart
when that happens. So sir. Not me."

A player inquired whether the update schedule is going to slow down.

No update schedule changes are planned. The current schedule should
ensure the game reaches a natural end before it resets.

However, since there are just four countries playing, I'm willing to

some voters have been / look like they soon will be disenfranchised,
I'm willing to consider this again.

A player inquired whether submarines require mobility to launch
torpedoes in return to gun fire.

The torpedo command, interdiction and returning a torpedo attack all
require and use up mobility. Returning a gun attack does not.

The torpedo command has always used mobility.

Chainsaw 3 added the other three ways to launch torpedoes, but made
only interdiction and returning a torpedo attack use mobility, not
returning a gun attack. No idea why. It's been that way ever since.

A player observed that his pilots describe ships as "minimally",
"partially", "moderately" or "completely" constructed, and inquired
what exactly that means.

A player inquired about the chance of ships interdicting submarines.

Unlike surface ships, which get interdicted reliably, submarines have
a 50% chance to evade the interdicting ship. If multiple ships
interdict, each needs to be evaded separately.

A player observed that unloading damaged planes from a fully crewed
carrier into fully populated harbor significantly reduced the plane
repair bill reported by budget. He now wonders how plane repair works
in airfields vs. in other sectors vs. on ships.

Short answer: it's a complicated mess :)

Long answer. There are two independent variables to consider: whether
the plane is on a carrier, and whether the plane is in an airfield.
Yes, the case "plane on a carrier in an airfield" exists. It's not
terribly important in practice, though.

Outside an airfield, 2/3 of the efficiency gain is thrown away. You
get charged materials for the full gain (before anything is thrown
away), but money only for the actual gain.

Effects of being on a carrier include:

* Construction materials and military are optional: if the sector has
them, they're consumed, if not, the plane gets repaired anyway.

* Every two military on the carrier contribute 0.01 work per ETU to
each plane. Yes, that means giving them more planes to repair makes
them work harder.

* Efficiency increase beyond 80% is thrown away, along with any
materials charged for it. Money is charged only for the actual
efficiency gain.

I don't claim this makes much sense, or matches "info build" for any
reasonable interpretation of "match".

Now, how could this explain the player's observations?

The most plausible explanation is work. His harbor could be
relatively low on avail, in particular since ship building happens
before plane building (info Update-sequence). On the carrier, each
plane got some 50 extra work from the crew.

An incredulous player inquired whether carriers repairing planes
really consume materials from a harbor, and you'd be better off
repairing them at sea.

Yes, that's correct.

A quizzical player wonders whether carrier crews really provide so
much work per plane, because he hasn't seen them make that big
repairs.

That's because the player hasn't put his carriers in airfields. Say a
carrier has enough crew to do a whopping 50 work on each plane, a 40%
jf1, and an 80% jf1. jf1 need 0.4 work per point of efficiency, so
work isn't a limit. The first one gains 60%, the second 20%. Except
they're not in an airfield, so 2/3 are thrown away, and they gain only
20% and 6%. Since they are on a carrier, repairs can't go beyond 80%,
so the second one gains nothing. Repairs still try to consume
materials and military for 60% and 20%.
