Many were, it was a popular color because it showed off the lugs. This particular one is green, better check the color setting on your monitor if it looks blue. ;-)
My wife wanted one in "burnt pear" when that was a color option.
The color I thought was interesting was "golden olive pearl".

This is my 1996 Rivendell Road Standard, it was painted a custom color
(at extra cost) to my specification and included pinstriping. The
standard colors available at the time included blue, green and orange
(I think it's a fair statement that these colors have always been part
of the Rivendell/Grant Petersen color palette) . I believe that red
may also have been a standard color option.
