Like anything else, it's worth whatever anybody will pay for it.

I paid $575 for a very nice green frame/fork/headset about 2 years ago.

I take the cost of buying the new frame, add in the new paint job, and freight to and from painter.  If it's still at or below new I'm Ok with it.   Especially when they aren't made anymore.
From what I've seen on larger 68cm QB frames they have been going in the 850 to 1100 range.

I've been watching prices- I have a 62 green I don't ride enough and have in the past debated selling- and have noticed recent FFHS prices around $800-9. Seems like the going price continues on a slow, gradual uptrend. But I am biased.

I agree with bingomck.  I paid in that range for my Bleriot FFHS, for a FF that originally sold for $750 (list price, anyway).  I think other buyers do what I did:  Look at the Riv model they want, and at the price.  If they don't want to or can't spring for new, they look to CL or the 'bay and expect to save some money, while still being willing to pay a substantial price.  It seems logical that as the price of new Rivs increases, it will drive the prices of discontinued models up.  After all, I don't think there are any "less desirable" Rivs out there, only some that you would rather have than others.  And it goes without saying, but I'm saying it:  you will occasionally come across a super deal.  Hope it's in your size and that you have the cash.  My two cents, Steve
