Ultegra cranks to Sugino a downgrade or upgrade?

Don't laugh. I don't know much about components. Was thinking about going Sugino when I start replacing components on my bike and was wondering this.

I bought chain rings and stuck them on my Ultegra--that works and
might be cheaper provided you can fit the size you want with the bolt
pattern (I went from 52-39-30 to 48-38-24).

What constitutes an upgrade to you?

Lighter? You can look that up on the web.
Stronger? You won't break either crank.
Prettier? That's for you to decide.
More functional? As noted by others, if the Sugino fits the chainrings you want and the Ultegra doesn't, that sounds possibly like an upgrade.
Faster? Neither
