I'm looking for padded riding shorts with a front fly. (Its a guy thing, I guess.)  Does anyone have an idea if these are available?

Not sure why you'd want/need something like that.......the pad or the
fly.

I have a pair of Zoic Shorts, IIRC that do have a fly and removable liner. So the answer to your question is yes.

And a quick glance at the REI website shows Fox and Novara also have
models with a zipper. Have a pair of Novara with a fly.

Endura makes a few models of mountain bike shorts that meet some of
your criteria. They have a fly and they have a snap-in liner, which is
basically a thin pair of riding shorts. But once the liner is in
place, you can't really use the fly. I generally ride them without the
liner. FWIW, they have lots of pockets and are well made.

The shorts would be for motorcycling, to be worn under leathers.  The bicycle shorts I wear for bicycling and sometimes wear for motorcycling don't have the front opening.  Makes for a challenging situation at pee breaks.  And, shorts-with-a-fly would make bicycling pit stops a little easier, I skuppose.

My Zoics have a velcro fly which works fine. The liner is removeable, which is how I usually use them

I've gotten to really like the Kuhl Renegade climbing shorts for
cycling. Nice stretchy fabric, lot of pockets, a fly, and longish
inseam. I just use a liner short underneath for longer rides.
