Bottom Bracket Stiffness

I have a question, not specifically RBW-related, but hopefully you'll indulge me:  Having removed (and sold) a crankset from my Bleriot, I've noticed that the bottom bracket that I installed less than 200 miles ago turns rather stiffly, when turned by hand on the square-taper shaft.  For comparison, I pulled out a Shimano (UN-72, I believe) unit from the parts bin.  It has somewhat uncertain mileage, but may be in the vicinity of 15K miles.  I'd say that it turns 2 to 3 times easier than the BB that is installed.  The installed BB is a VO unit.  Should I be concerned?  Do they loosen up with mileage?  Would I feel the difference in riding?  ( I need all the help I can get!)  And finally, should I just find a compatible Shimano unit to replace the current BB with?  (I have no interest in going upscale, thanks).

If it's smooth but stiff, it will probably break in. If it's rough and stiff, then I'd replace.

It could be that there is binding in the installation. Pull out the
BB and do the twist test again.

I have found with cartridge BBs that if I crank down the retaining rings or cups (depending on the design) too tightly the bearings seem to bind.
