I don't have much trouble with flats anyway, but RBW Nifty-Swifty tires are a heavier duty version of the Maxy Fasty and pretty durable against puncture. I think the Maxy Fasty is fine too. Today's ride included lot's of trashy shoulders and not a bit of trouble.

Those Gatorskins come in 650c (23-571), not 650b (which would be 23-584 if it existed).  

If you have 650b wheels, there aren't many tires as narrow as 32 mm, and none narrower that I know of.  The 33 mm Nifty Swifty is basically a Jack Brown Blue in 650b size, and that's probably the only 650b tire that narrow that has any pretense of flat resistance.  Otherwise there are 32 mm or so Grand Bois and Hutchinson tires but they are more in the light and speedy category.  

If you're actually on 650c's, good luck finding anything as wide as 28 mm.  That size seems reserved for skinny racing tires.

The Grand Bois Hetres have been the most flat resistant tires I've ever used. 
I know I shouldn't say things like that out loud, but they really are wonderful tires!

I've had very good luck with my Grand Bois as well - not Hetres but speaks .  The Soma Xpress on my City bike are very tough but still have a nice ride.

The Hutchinsons are pretty nice. I am up to 4000 miles, and only 2 flats.
