Nothing specific in the way of guidelines - but if it's not development focused, then I'd be wary. If you've got something you want to post and you're not sure whether it should be here, you're welcome to contact me off-list to discuss further.

As a rough guide, I'd think it would be better to connect with your audience on another platform—Perhaps make your own meetup?
Otherwise, if its a commercial event, I'd attend an actual Ruby meetup in your local area (or contact someone who runs one) and announce the event there. 

Its a subtle difference, but events that are 'blindly' posted here probably won't get much response anyway. 

This is totally personal opinion, and performance may vary… but thats what I think anwyay. :-)
