ANN RabbitMQ 3.6.15 is released

On behalf of the RabbitMQ team I'm happy to announce that RabbitMQ 3.6.15 is available

for download from GitHub [1], Bintray [2], Package Cloud [3].

This is a bug fix release.

Please take a look at [4] to learn more about our team's plans for future 3.6.x releases

after 3.7.0 ships.

## Upgrading from 3.6.x Releases

If you are upgrading from a version older than 3.6.7, take a look at the 3.6.7 upgrade

notes first: https://github.com/rabbitmq/rabbitmq-server/releases/tag/rabbitmq_v3_6_7.

If you are upgrading from 3.6.7 or a later version, the procedure is the same as with regular patch releases: http://www.rabbitmq.com/clustering.html#upgrading.

## RabbitMQ now built by a rabbit

The team has been working to automate the release build through Concourse [5], and it is now a 1-paw process. Our release engineer Zen finally got some work to do!
