eligiblePopulationExclusion Tag within Measurement

Can you please confirm that the only counts that will go into this tag is for "Numerator Exclusion" and NOT the "Denominator Exclusion". We have checked all measures we are currently supporting and we have NOT found even 1 measure that has "Numerator Exclusion" criteria in the specification. Does this mean this tag will always have "zero" or "null" entered??

Good Afternoon,

This field is generally in reference to eCQM specifications, as the API must accept all measure types. You are correct, if you do not have any Numerator Exclusions, then nothing should be reported within this field.

Hi Steven,

I believe there is an error in the QPP documentation (https://cmsgov.github.io/qpp-submissions-docs/measurements#single-performance-rate-measurements) about eligiblePopulationExclusion, which should be corrected to avoid confusion. The eligiblePopulationExclusion is intended for "Denominator Exclusion", and it is not for "Numerator Exclusion". Since none of the EP/EC eCQMs specifies Numerator Exclusion, there is currently no field in the API that maps to numerator exclusion.

Hi Sailesh,

Denominator Exclusions do apply for eCQMs and I would recommend viewing the measure specifications for the specific measure you are reporting. We will be using this field to reflect multiple fields for year 1 and its purpose will be dictated by submission method. If you are reporting QCDR measures, this field would be used to report Numerator Exclusions. If you are submitting eCQMs, this field will map to the Denominator Exclusions from the QRDA format. If there is none available, or none applicable, you do not need to report this field, as it is not required. Please let me know if you need any additional information or have any questions.

Thank you steven for the confirmation. 

Is CMS going to also update "https://cmsgov.github.io/qpp-submissions-docs/measurements" page to reflect this information?? Currently this is the information provided for that tag in the page "The number of patients who are excluded from the measure. In the measures specifications, this field is also referred to as "Numerator Exclusion"."

Just so we are clear about the resolution, based on the discussion yesterday below are the two conclusions. Please confirm

1) for ecqm, if submission method is "electronichealthrecord", the denominator exclusion count will go into this field
2) for registry measures, if submission method is "registry", then this tag will always be null, since exclusion would have already been removed while calculating the overall denominator.

That is correct, except for the two QCDR measures that have a numerator exclusion, these would be reported for "registry"; however, it would only be applicable for those two measures for year 1.

Both measures are owned by AAD’s DataDerm™ (American Academy of Dermatology). If you have additional questions about the measures, I would refer you back to the measure specifications. They contain the source of truth for the data to report.

It is still not understood as to how DenominatorExclusion will be handled. I know we claim that denominator exclusion should be deducted from denominator before submission. However, in the scenario where all the denominator values are exclusions, how would you differentiate between a null measure and a 0 performance rate measure.

Both would have 0 for performance met and not met.

Example

Denominator = 20, Denominator Exclusion = 20, Numerator = 0
Denominator = 0, Numerator = 0

When being reported in the API both would have 0 for all values. However, for NULL value, I should get the minimum score but for 0 performance rate the score should be 0. No?
