Set window as "always-on-top" on win32

Hi there,

I created a short snippet for setting window as toplevel on win32 and
posted it on my blog here:
http://ython.wordpress.com/2011/03/23/pyglet-set-window-as-always-on-top-topmost-on-win32/

I thought, that it may be simple enough to create a similar function
for X11 backend and add it to Window implementation. What do you
think?

Except for the method name, I think this feature is very useful. For example, to use pyglet for drawing system monitoring graphs and other info that should be always on screen.
