This could be the issue. The user running the puppet does not have
enough privileges to complete that action.

That is exactly backwards.  The master does not need to run as a privileged user, therefore it should not do so.  The client, on the other hand, normally does need to run as a privileged user (e.g. root) because that is necessary for managing most resources of interest.
