With references to recent suggestions from Anil, here are some thoughts:
Basic idea is to marry local bus service (which as limited route network, money and re-sources, modern processes, technology etc. and lots of inertia, political interference and corruption) with a non-profit but privately-professionally run (preferably by companies/business associations) bus service that covers newly developed regions of (typically outskirts MIDC, SEZ etc.) of a city. Of course there should be minimal overlap of routes and hubs should be developed to maximize no. of connections.
This idea is used for long time in airlines industry (known as code sharing). As an example read this:

"Abu Dhabi" = some hub in the middle of main city and outskirt industrial zones (Example: Wakad, Talawade)
Home hubs = PMPML depots Deccan, Corporation, Hadapsar, Kothrud
wider choice to the travelling public = Kothrud - Chakan, Deccan - Hinjewadi (of course require 1 connections i.e 2 trips).
