Oracle CEO Discusses Smart City Solutions for Maharashtra

The Chief Minister also said Oracle has selected twin cities of Kalyan-Dombivili for implementation of its e-governance pilot project. 
"The technology being used in Los Angeles (in the United States) would be used in Kalyan-Dombivili. In this connection a team of (state government) officials would be visiting the firm's headquarters in Bengaluru on June 22. A MoU will be inked with the company in July (in this regard)," he added. 

Fadnavis said that citizens have a right to get time bound services from the government and hence the state government is implementing the right to services. 

"(In the) next two years, citizens will not be required to go to any government office for their services. All the apps will be available on the mobile itself," he said.

I am still scratching my head why GoM needs Oracle to implement this features (assuming these features are critical for success of so called smart city transformation).

I hope he gets some more work done in his US tour, because if this is call he wanted to know from Oracle, then he could have just picked up phone and called Mr. Shrikar Pardeshi and asked him how he implemented Saarthi project in PCMC (hint: Oracle was not involved).

Oracle surely is not going to tell him that most of the technology required to implement these features aka smart city transformation are available at zero cost and little cost (if you want a maintenance contact from a decent service provider).

Specifically here is Grievance management system developed under Saarthi project for PCMC:

Note: System is under production and not just a prototype.

From there It took me 10 mins to find out the service provider : http://www.probitysoft.in/contactus.html
I talked to them on phone and they confirmed that they use MySQL + PHP (zero cost alternative to Oracle technology).

Good example of Govt. using free/open source software to create e-Governance application


This app uses :
  • Drupal 7.x
  • MySQL 5.x
  • PHP 5.2+
Maharashtra Govt should seriously explore these options instead of getting locked in proprietary software from Oracle
