12/04/16, 9:31:09 AM: Aneeta Gokhale Benninger: I frankly feel and think that the time has come to assign responsibility for wrong doing to individuals who occupy decision maker's chairs in institutions of governance. It is the characters of these individuals, their level of education, their beliefs, their values, their sensitivity to various issues, their skill sets and proficiency, their knowledge, their egos, their arrogance of ignorance etc etc in short their personalities which characterise the institution of governance. Their individual and collective behaviour is creating/ solving problems and impacting our quality of life.
Unfortunately, the institution, which is a faceless body gets vilified where as individuals who actually make the vile decisions hide behind this faceless institution and go scot free. We should start giving credit and discredit where it is due. To the INDIVIDUAL. This may reduce the shameless and shameful behaviour of our local self government.

honestly i have started feeling extremely helpless with the attitude of the Mun comm and others - its a feeling of frustration - however will see what i can do

In PMC, there is no accountability. There has never been.
Take the Kothrud TDR matter. Even the Standing Committee has passed a resolution (without doing any inquiry) that the junior-most engineer is to blame for the whole scam while the powers to sanction the TDR and grant the certificate rests wholly with senior staff. 
Take the recent SC's decision to reverse the administration's order penalising some engineers, ensuring no accountability. I believe the GoM has reversed SC decision.  
Take the garbage mess. The persons responsible are being considered for promotion. The SC does not scrutinise the proposals that are put up to them. I do not think that the councillors are dumb. They do not want to make detailed checks so that later they can blame the administration, if anything goes wrong.
In one tender costing over Rs 15 crores, I sent a detailed brief along with documentary evidence to the Commissioner and to the Municipal Secretary (for all members of the SC) advising them not to pass the tender because of irregularities. No action. One has now to hold all the members of the SC and the Commissioner accountable. That is what Nagrik Chetna Manch is at!! 
My assessment is that the lack of accountability started creeping in around 2010 and now has reached its peak. There has been a marked rise in mis-governance.

Dear Anil
These are some of my thoughts that I wanted to share with you all. It is not specifically for any context but the context within which we are working sincerely for so many decades to make things better. More just, equitable and contextually relevant to bring better quality of life to all of us. We know that we deal with individuals who represent the institutions they work for. Especially,institutions of governance. Unfortunately, not many of them either understand or care for the constitution from which they derive their legitimacy and power for making decisions. They seem to feel that They are powerful in their own self not that the power is constitutional and representative. How else can a person who is supposed to be in charge of water resources when asked legitimate questions does not hesitate even for a moment and asks if he should piss to create water supply? No disciplinary action is taken. I feel that the individual must be squarely assigned the responsibility for their deeds whether good or bad. This will make the process of governance more transparent and accountable.
We need to discuss and decide what actions we should take collectively. 
That is all.

Ok, tks! I got an impression that it referred to a recent, specific incident or recent behaviour/s of PMC councillors or administrators, hence inquired. Re not allowing individuals to hide behind institutions (which is perfectly logical), I believe the rot is much wider than this single factor. 

The institutions themselves are not credible as they used to be due to political interference and what not....
