Proposal: Drop quay.io support

Hello,

quay.io has been very unstable for several weeks by now, responding with 5xx left and right, causing builds in all our components to fail.

Quay.io has been added by our CoreOS contributors some time ago. The quay.io security checks don't support our Docker images, so I don't think there is a single benefit quay.io provides over the standard Docker hub.

Without any advantage provided by quay.io and with an infrastructure which has been unstable for weeks, I propose to remove it from all our builds and to use Docker hub only.

Thoughts?

The original argument was overall better UX, correctly reported stats, etc. – bummer it's causing problems now.
It's probably a bit disruptive to change it in all places again for us and for our users. But if we keep hitting failures, we should probably do it.

Let me reach out to the Quay team first and check where the problems may come from.
If we can just get them resolved, that would certainly be the easiest solution.

Hrm.. is the Docker hub more stable?
Both have been quite unstable recently..

I haven't see a failed build due to Docker hub issues recently. Though, we load most of our build images (like golang-builder) from quay so they also might be less visible. Do you have a link to a failed build due to issues with Docker hub?

If both have actually equal issues, we might need to think about adding retry options to our build scripts.
