I'm unable to get the composer.phar to work for some reason.

Could I get someone to just email me a zip of the unarchived project to me so that I could at least get a working copy.

Hi Alan,

please have a look at https://github.com/phundament/app/downloads

And grab: Phundament 3-0.5.0-7 Pre-Installed via composer

The database should be already set-up as it's SQLite, but you'll have to adjust permissions for assets, runtime, etc ...
