IRL is a UTF-8 encoded page address, in contrast URL which only allows a subset of ascii and everything beyond that is pecentage-encoded. In pentadactyl IRL appears, for example as "Referer" in <kbd>g Ctrl-g</kbd> -- for example visit this page: http://ru.wikipedia.org/wiki/Сусанин,_Иван, press <kbd>g Ctrl-g</kbd> and see the value of "Referer".

Is there a way to copy an IRL instead of a URL with pentadactyl?

From what I can see, even normal Firefox escapes the utf-8 url. To turn it off, I found that the option `network.standard-url.escape-utf8` needs to be set to false. After that copying the url works in normal Firefox.

But, with pentadactyl the option seems to have no effect.

I thought, there should be an option in Pentadactyl itself to do that, so I’ve proposed a simple patch [0]; you may subscribe to it to know if it will be accepted.
