This comes from an idea tried in the KBN, where Alex (sandart) was moderator and required a mandatory three photos from each entrant, one white, one green, one red. Followed by input from Mimi and Valentina, an experiment was tried with two voting methods to determine the best group. And of course, thanks to Brian for the original NPC.

Now a little explanation of my reasoning that may answer some initial questions.
Separate posts: these are needed so that the existing Toolkit can to used to read the posts and create a Voting Machine. Also, I think it wise to stay with what people are familiar with, we know it works, and keep it simple.
Voting Machine: consistent use of the leading number of each group will allow the automatic vote counters to give correct results. You will be able to study each photo individually, while the Page of Smalls (the button with 9 tiny squares), allows better comparison of the groups than the thumbnails.
Themes: my thoughts so far have been that the themes can be typical NPC themes, such as bridges, water, or transport, with sub-categories that still give enough range. So for January I propose
Bridges, one wood, one stone or brick, and one steel.
Dates: obviously with the requirement for three photos, it is likely to take you longer to assemble the group, possibly having to take one, or two, especially. Therefore I initially thought a 20 day enter period, however this means it can be tight at the end of the month. With pressure on the winner to agree to moderate, and to annouce a theme. Also, it could mean few submissions at the start of the month, as well as a greater chance of people missing the voting period. So I would like to try the idea of a one month offset, the January winner does not moderate until March, but they do announce the theme at end of January, giving a whole extra month for new photos to be taken if required.
As with any first run of a game, we wait to see what works and what needs changing, but if you would like to make any initial comments here, perhaps suggest a theme for February and I will make a lucky draw.
