An executive summary would be nice.

Bear in mind that Plan S calls for zero APC for authors from low income countries and an unspecified discount for those from middle income countries. Of course it makes a huge difference whether the mandated discount is 10%, 50% or 90%. Then too, if APCs are also capped low this discount rule could make flipping financially unviable for the journal.
