Hi Jack,

There has long been an action of removing journals from the list for dodgy practice. 2013 was a whopper year:

New record: 66 journals banned for boosting impact factor with self-citations

There are many reasons why the Impact Factor is a disaster but at least they do ban journals for bad practices.
