Attached FYI is the December 28, 2020 letter Windsor’s Mayor sent to the CEC describing its plight and requesting the CEC adopt an all-electric baseline for all building types in the 2022 code cycle.

Dear Commissioners,

I am writing as a 23 year business owner, a mother, a former Commissioner,
and policy researcher.

As you know, an awesome coalition worked tirelessly to push and support
dozens of cities and elected officials to do the right thing and take the
very most cost-effective action we can to phase out fossil fuels -- NOT
ADDING any more fossil fueled buildings to the large body of what exists,
locks in fossil fuels, and will need to be retrofitted.

We've all seen the huge costs accruing to our states from the continued
delays making the shifts we all know are necessary.  Shifting to electric is
even cost-effective!  There is no excuse not to shift now.  Cities are being
sued and bullied by the gas industry and developers - and little towns
cannot afford $200K+ to defend such vexatious litigation. It is
inconceivable that NGOs fill in those shoes and spend that amount per city.

The one entity that can put a swift end to this and protect Windsor and all
those other brave pioneering cities is the CEC - do the right thing and ban
gas in new buildings now.

Please stand up, step in and help with your leadership!

This is a disgrace. There are many well funded organizations in this
coalition: e.g. Sierra Club, NRDC, RMI and Earthjustice. Nobody is willing
to step up to fund this legal fight?
