I believe the answer to your question in the article comes if you look at how Paul continues in verse 28 of Romans 9. He takes the end of Isaiah 10:22 and squashes it into verse 23. In the process he strikes out the righteousness, emphasizing the fact that returning to righteousness under the law is useless. For the gospel is the power of God for safety to all who believe, to the Jew first and also to the Greek. Does that make sense?
