The missing “select all” link has been added for 10.3.3, but the release is not yet out. The issue is a bit hidden in jira as it was committed together with some general UI issues, sorry for that.

Once you updated you can just use the “select all” link below the table. This will select all users from the table in all pages.
In the 9.x release the table was not capable of selecting all users within the table model, the "select all” applied only to the visible page. This was widely considered as a bug, so we changed the behavior.
The reason why the “show all” was removed in this table is the fact that the query to load the data does not scale well. With the 10 series we moved from in-memory paging (which does not scale as it always has to load all data) to database paging (which scales well as only the visible data is actually loaded from the server). Therefore the “show all” link makes no sense anymore.
If you need a list of all users: use the table export
If you want to perform an action on all users: use the “select all” link and execute the action
