Themes Issue

I had run first time setup of OLAT 9.4 , i am not able to load  themes , when i gone in admin tab and apply customize to openolat theme

then i saw  from code AND PATH olatdata\system\configuration  - in that the properties files with name org.olat.core.helpers.Settings with

 

layout theme= openolat.

 

How can i do so that first time only it shows the layout theme= openolat which as in olat.properties to be write in follwing path

olatdata\system\configuration - in that the properties files with name org.olat.core.helpers.Settings .

 

Please let me know the class file to make changes
