Can you have two ini files in the same folder?

I am working on a second ini file in the same folder and some items
which are not unused entries in the first
ARE unuised entries in the second but they are identical

why might this be


There are no ordering issues

initially the files were identical ready for editing

If one of the ini files include the other then this is normal. After the first match, the second matching line will not be used.
