[announce] 1.8.0.212-1 ojdkbuild release

1.8.0.212-1 release page:

jdk8 is a long term release that is planned to be updated in this
project until June 2023.

This release contains changes from April 2019 CPU [1].

Other changes:

- MSI installer UUIDs are changed (due to this issue [2]), 8u201 must
be uninstalled manually before installing 8u212

- OpenJFX 8 is not maintained upstream anymore [3], this release
contains OpenJFX 8u202 with security fixes (only one patch [4])
backported from OpenJFX 13 [5]

- WebStart is updated to IcedTea-Web 1.8

- WebStart launch options are now read from a config file

- installer now allows to keep WebStart settings and cache on update
(only relevant for updates from 8u212 and up)

- WebStart is included into ZIP bundles ("webstart" directory), it can
be used to launch JNLPs from command line
