Arrest - Possession of CDS, Possession of Drug Paraphernalia

On 9/11/17 at 4:02p.m., Newton Police received a report of a suspicious male lying on the ground in the area of the intersection of Halsted Street and Madison Street who had possibly passed out.

 

Upon arrival, the male in question was not immediately located. However, a subsequent investigation by responding patrols resulted in Delshawn Howard, age 26, of Highland Street, Paterson, N.J. being located on a rear exterior staircase of an Elm Street residence.

 

An active NCIC warrant was located for Delshawn Howard for Contempt of Court/Failure to Appear out of the Sussex County Superior Court. 

 

Howard was found to be in possession of several wax folds (2 bags of heroin and 3 empty bags) which he had been concealing in his left hand.   

 

As a result, Howard was arrested and charged with the following offenses:

N.J.S. 2C:35-10a(1)   Possession of a Controlled Dangerous Substance  (3rd Degree)

N.J.S. 2C:36-2            Possession of Drug Paraphernalia (Disorderly Persons)

 

Howard was lodged in the Sussex County Jail.
