On 8/11/19 at approximately 11:50am, Ptl. Anthony Keiling observed Katelynn Shipps, age 28, of Main Street, Newton running from the St. Joseph's Cemetery (which is located behind the old St.Joseph's School), after she noticed his presence.

A subsequent warrant check was conducted on Shipps which revealed two active warrants, an ATS warrant out of Ogdensburg Boro Municipal Court and an ACS warrant out of Totowa Boro Municipal Court, were located.

As a result, Ptl. Keiling stopped Shipps on Main Street and while waiting for the warrants to be confirmed, he observed Shipps throw what appeared to be a bundle of heroin onto the ground.  The item was located and confirmed to be numerous bags of suspected heroin.  Shipps was then arrested for possession of C.D.S.  The two outstanding warrants were confirmed and Shipps was given an R.O.R. for them.

Shipps was processed and charged with the following:

N.J.S. 2C:35-10a(1)  - Possession of C.D.S.  (3rd Degree)

N.J.S. 2C:29-3b(1) – Hindering Apprehension/Prosecution  (4th Degree)

She was lodged in the Sussex County Jail pursuant to the Criminal Justice Reform Act.
